工信部今年将重点检查钢铁产能置换技术支撑力不足

工业和信息化部原材料司巡视员吕桂新近日表示，随着方管行业市场形势的持续好转，在高额利润驱动 下，部分地区和企业投资方管行业，意愿非常强烈，产能扩张的冲动明显。他表示，2019年将对方管产能违法违规行为高发易发的重点省份，组织开展一次巩固 化解过剩产能成果抽查，继续利用卫星遥感、电力监测、举报平台等手段，对方管产能违法违规行为保持露头就打的高压态势。

吕桂新表示，还有的地方不严格执行产能置换政策，存在没有落实产能置换手续、依据早期批文新建方管项目，等量或增量置换方管产能项目公告，公告内容与建设内 容不符，抱有不拆除置换设备的念头，甚至没有履行项目备案等手续就开工建设并投产等问题。严禁新增产能已经成为方管行业供给侧结构性改革成果能否巩固的关 键。
